For Q3, the Net Employment Outlook (NEO) in the U.S. is 45%. Not only is this a notable increase quarter-to-quarter and year-on-year, but it’s also the strongest NEO in nearly 5 years.
This quarter, the report also asked employers about their most valuable hiring tools (hint: humans win), and the skills they look for most in candidates.

- Construction & Real Estate (55%) reports the strongest hiring plans for Q3 2026, followed by Information (52%).
